how to create social group

i am sure its easy and i am definetly doing something wrong..i have re-checked everything and all is set to yes but i still cant create a social group...i dont know how to do it...i can add pics in albums but i cant create a social group...how do i do that...i even added the hacks to help me but still cant see the create link..this is what i see
