i need help from my system , the problem is the system send multitudes
e-mail to the all user
how i cancelled the e- mail off the system ?
additional , the system send report all the time , the message is from the forum

I think hes referring to a mass email in the admincp.

That looks like a post report email? That email is only sent to Administrators, Super Moderators and Moderators, or a mixture of the three, depending on the setting used in the Admin CP.

This sends announcements of report for all the users, this floods to them email on-all their reaction.
Users receive announcements " just now reacted to the subject that requested to follow after him " and he did not request at all to follow after this cluster and even so this is sent him to the email.
How I am nullifying possibility to follow after subject?

Oh, you mean thread subscription emails...
User CP > Edit Options > Default Thread Subscription Mode > Do not subscribe

Admin CP > vBulletin Options > User Registration Options > Default Registration Options > Automatic Thread Subscription Mode > Do not subscribe
AND
Admin CP > Maintenance > Execute SQL Query > Automatic Query > "All Users" > Do not subscribe
