<if condition "this forum has thread prefixes" ?

hello!
I have add a new thead panel on my forumdisplay page for thread prefixes (watch the screenshot):

But, I see this panel and in forums for which no thread prefixes have been set

Is there any <if condition "X" to fix this problem? :(
