I saw this and have not been able to find any style like this. Does anyone know a site that sells this type of style or is advertising it? I enjoy the blue , green, orange color and hint of red. I especially love the way its laid out with the forum, manga, home, etc at top.

I don't understand you. You are linking to a page where the Style is on sale. So if you want to buy it, just read that page.
