How do I block an IP address?

I know how to ban someone. But I'm wondering if there's a way to prevent a particular IP or email address from even seeing your site? Is this possible? And if so, how?

If you don't even want the person to see a vBulletin Error Message, you can block their IP with .htaccess rules.
