Ability for moderators to edit users

I'm looking to give my moderators the ability to edit a user's profile and username. Problem is, I don't necessarily want to give them access to the admin control panel, since that gives them the ability to do a bunch of stuff, even if I limit their access to only the 'Users' part. What I'm looking for, is a mod similar to this, but compatible with vb 3.7:
