What is this template or how can i make this modification?

In this website http://www.ls1tech.com/forums/ id like to get the same modification or template that he used where you just click on the Performancetruck Tab and it will send you right to the other forum its on the top left corner of the page. Also you can use the same login for each and every forum. All the help would be great.
