Cannot see WSYWIG or Smilies in New Thread?

When I make a new thread all I can see is the following:

I just wondered if I was doing something wrong as I cannot see the smilies or the WSYWIG editor.

You have selected to use the basic textbox. You can change the setting in your User CP.
