I have made it possible that only my paid subscription members can post new threads in my for sale section. I am wondering how I can put a note inside the forum at that top stating exactly that.
I just want people to know that the only way you can post in this forum is if you are a paid member.

Then put something at the appropriate place in the FORUMDISPLAY template like this:
<if condition="in_array($forum[forumid], array(x,y,z))">
Your Notice (in correctly formated html)
</if>
x,y, and z are the forumids you wish this notice to be seen in.

In 3.7.x : AdminCP > Notices > Add New Notice
I just upgraded to 3.7 & tried to add a notice, but it's not showing up. Where do these notices show up and is anyone else having any problems with this?

Make sure you have no "outdated" templates. You need to upgrade your styles to include key 3.7 features.

Revert an old templates (there is usually a notice in your AdminCP index page telling you X number of templates are out of date).
If you have reverted them all, then create a new style and see if your problems persist using that style.
