Rep system modification or just a setting?

I'm on 3.7 and would like for my users to be able to give each other 1 point of rep. No more, no less. Posts, days registered, and current rep points shouldn't matter. How can I achieve this?

AdminCP > vBulletin Options > vBulletin Options > User Reputation Options

Could you be more specific? I've set all of those options and my user's rep power is 0. If I set them lower, then their rep power skyrockets. I can't get everyone's rep power to be the same thing, regardless of their stats.
