Well,
I would like to develop styles for vBulletin, but how? The only option, which i would NOT like to do is to use a nulled vBulletin. Does anyone have any other suggestions?

Why do you need to use a nulled vBulletin? :confused:
Creating New Styles (http://www.vbulletin.com/docs/html/stylemanager_add_new_style) and just modify.

Well,
If I don't have a vBulletin, how am I supposed to make the skins? :(

Why are you making skins for vBulletin if you don't have a copy of it?

Because I like to design skins and help to contribute,

You need a vBulletin to create a style. You could create an XML file by hand - but by doing that you have a very, very high margin for error.
You are showing as licensed - you should have at least access to Administrator functions within vBulletin.
May I remind people again that running a "nulled" vBulletin is illegal.
