15 posts before adding a link

I used to have an old hack which didn't allow anyone to post a link until they had 15 posts. Is there a way to do this now with 3.7? Thanks.

Does the old hack not work with 3.7? I still have it installed and have not had any problems... though I have not tested it personally.

Honestly, I don't know if the older version works or not.
