changing email after registration

is there an easy way to allow users that are already registered to change their email to an address that is listed in the banned list ?

in other words, I don't allow free-based emails to register a new account, but I will let someone change to a free-based account AFTER they have registered..

You will need a modification because AFAIK, you cannot do this in default vBulletin.
