Moderator to approve new members how !!!

Can some kind soul tell me what settings i need to change so a moderator can approve a new member.

Due to a lot of bogus members lately thanks to our chinese friends i think this is the way to go on my forum.

Go to vBulletin Options>User Registration Options>Moderate New Members

sorry done that but i want the moderators to approve the membership after they have joined the moderation queue, at present only admin can approve membership
