So whats the difference between these 2 and why is there 2 and why do some mods only want postbit edited and other mods want both

I can't think of why a modification would call to only edit one of them unless the modification only made use of one of them. I wouldn't be surprised though if the modification said "edit the postbit template" but what they really meant was "edit the postbit template and/or the postbit_legacy template depending on which you use."
And, you asked what the difference was? One has the user information on the top (postbit) and one has the user information on the left site (postbit_legacy).

The difference is the orientation of information in the 'postbit' box.
For example, vB.org uses 'postbit', as do you. This aligns the users info horizontally across the top of the box, and the actual post below it.
I use 'postbit legacy', which aligns the afore mentioned items vertically, with the post on the right of the user info. (Take a look here; Postbit Legacy (http://www.crowsnestforums.com/forums/showpost.php?p=16591&postcount=1) )
Some modifications apply directly to one, or the other of these.(possibly?)

"vB.org" does not use either Postbit or Postbit Legacy (or uses both if you wish). We allow the members to choose in their profile which format they prefer.

Interesting. Never saw that setting before - is that readily available as a modification here at vB.org? That would be a popular one for sure IMO.

it's a default option in vB. Should be in the CP somewhere. At least, it was on the version i was using last time i checked.

Default vBulletin only lets the admin make the choice between Postbit/Legacy globally. On vB.org we allow each member to make their own choice. (https://vborg.vbsupport.ru/profile.php?do=editoptions -> Default Postbit).
Not sure if it has been released to the public as many of our modifications are tight together or need the Style we are using on vB.org.
