How to set welcome headers in vB 3.7?

Hi..

How can I edit welcome header for vB 3.7?
Used to have welcome header mod installed for vB 3.6+ but mod saying is no longer needed as 3.7 has something called "notices".

I cannot find it in admin panel, please help.

just upload the 3.7 xml then go to admin cp>>Notices>> Notices Manager.
there you can edit guest message.

Notices is under FAQ in admin cp.
