User signature html problem

I have some spammers coming to the site who would post some html links into their signature. How can I stop html signatures for users and still leave it for moderators and admins?

Signature Permissions in Usergroup settings. Change it for registered users and users awaiting activation

Allow HTML BB Code->NO
Allow HTML->NO
