Broken characters when download attachment

I got a language problem on my boards in IE when downloading attachments I was hoping someone could help with...

issue:

in IE, characters "break" (turn to jibberish) when downloading attachments with file names in Korea or chinese.
(works fine in FF)

eg:

- file with Korean file name as attachment to a post
- download the file to computer
- downloaded file name is broken character jibberish.
- happens whether forum is in English or Korean (language setting).
- only a happens in IE7. No problems with FF.

Any ideas??

so no ideas why text breaks (for foreign language) when download a file attachment in IE?
