for header like vB.. lot of html/CSS skills would be required I think.. but won't be hard though.

If you notice carefully, those tabs are actually simple images that change on mouse hover and are linked to forums.

use html markup in usergroup manager !!

something like

No underlines:-

<span style="text-decoration: none;">--------</span>

not sure of no-underline, does it work ??
