Is there anyway to attach a gif and have it not turn into a jpg? Like, have it say a gif with animations and all?

When users attach animated gifs on my site, they stay animated, so I'm not sure what you are asking.

No, I do not resize them. I would imagine it would be difficult to resize and inimated gif and have it still stay animated. You would have to resize every frame in the image.
