I am trying to connect to an RSS feed using the built in RSS manager in vBulletin 3.6.4
I get an error when I try to set up the feed

Warning: fsockopen() [function.fsockopen]: unable to connect to newsrss.bbc.co.uk:80 (Permission denied) in /includes/class_rss_poster.php on line 85

Warning: Unable to fetch RSS Feed in /includes/class_rss_poster.php on line 212

What is the source of this error? I have seen that other people have had trouble with permissions with their hosting server, could this be the case?

Is this happening only on the bbc feed, or do you have other feeds that work?
Chances are your hosting company doesn't let fsockopen do remote connections.
