Directory functionatlity

I thought vBulletin had "Directory" type functionality built in, but the support people say it does not.

I am trying to re-create what this developer has here: http://directory.e46fanatics.com/regionList.php?&action=listregionlist

Is that a common third party add-on?

Also, what is the best photo-related add-on for vBulletin?
