is it possible to create such style for vb 3.7?

I mean with round shapes on corner and fade effect (made with top, right, left and bottom png)

Absolutely. Mind you would probably be a good deal of work, but anything is possible. Really the template engine is pretty flexible if you can find someone creative enough to do so.
