How do I handle where a cursor is located by default in a text box?

Here at vb.org, when one quotes a post, loads the post page with said quote, and click the text box to begin making a message, the cursor ends up in the perfect position. A break, and right there.

For some reason mine appears before the quoted messages [quote] code.

Secondly, I have a strange issue with an anomalous line break.

I made a short demonstration video here (http://mt15.quickshareit.com/share/preview/caminoscreensnapz00174443.mov). The break after the quote is fine, but going down again yields a strange, half break. It goes away when you begin typing a message, but it's very annoying and messes with your head.
