Make sure you have set the permissions of the "temp" folder to 777.

Your /temp folder permissions are set to 777? Then maybe make sure that that is the correct path to your temp folder cuz it doesn't seem to be able to find it there.

It is usually /tmp in *nix environments.

Start by running AdminCP -> Maintenance -> Diagnostics -> Upload

Ran all the diagnostics when safe mode was turned off and on through the ACP. Diagnostics said everything was correct but it still wont let me upload or offlink avatars and it still gives me these errors whenever i try and upload or offlink avatars:
SAFE MODE through ACP: ON/ Error message:
Warning: fopen() [function.fopen]: Unable to access /home/projektb/public_html/includes/temp/vbupload22131 in /includes/class_upload.php on line 349
Warning: fopen(/home/projektb/public_html/includes/temp/vbupload22131) [function.fopen]: failed to open stream: No such file or directory in /includes/class_upload.php on line 349
SAFE MODE through ACP: OFF/Error message:
Warning: tempnam() [function.tempnam]: open_basedir restriction in effect. File() is not within the allowed path(s): (/home/projektb/:/tmp:/usr/local/lib/php/) in /includes/class_upload.php on line 346
------------------------------------------------------------------------------
This is the universal error message i get in the little box below, the huge lettered error messages above, that show up directly on the page, all the way outside of the template:
There was an error encountered with your upload:
Upload failed due to failure writing temporary file.
