Modification request for vB 3.7!

Hi, i would like this to be a mod, i would like it so that users of a specified group (specified via Admin CP) Has the option to style their username the way they would like...for example:
https://vborg.vbsupport.ru/

It would be greatly appreciated if this were a plug-in/product made for vB 3.7.0 gold.
