How do I allow "X" selected forum to have the same thread layout as vbulletin.org?

I'm not sure what you mean. Can you be more specific in what you want?

You know the Mod forum (click the header "mods" at the top) you will see a few forums, click Vbulletin Modfication 3.6 and click any of the threads. Look at the FIRST post of the threads are layed out. I want people on my site to have the same options (even perhaps I can change the titles)....
