What are the steps you took to ban this member?
I went to the Admin CP, went to search member, and put him in the member ban group.

That should not have banned other users. When you go to View Banned Users, do they all show your name as the Banner? And if you go to Statistics & Logs > Moderator Log > Show Entries by Your Name and put in the data around that time, do they all show as banned at the exact same time?
No the only one who shows banned is the one I banned, I even have a sock account that gets the "You've been banned" message.

If the only one showing as banned is the one you banned, what makes you think the other 2 or 3 users are banned? What usergroup are they in? Do they show up in the logs as having had their usergroup changed? Check every usergroup they are in (secondary included) to make sure none of them are banned.
Nothing has changed, but I had gotten a friend of mine who isn't even a member to join, and she said she couldn't even see the site because it said she was banned. She had never joined.

I took a snap shop of it. This is what it says if I log out, though I can get back in through the acp, but members cannot use acp so they don't have a backdoor. I am not in any other group but the admin group.

Did you check the AdminCP to see what IPs / email domains are blocked?
I didn't block with IP's
We are using 3.7 rc3 but we are upgrading to rc4 tonight, we are hoping that will fix it.

Disable your modification and see if the problem still occurs.
Has everyone been moved to the Banned usergroup?
Have you checked to make sure that the registered users usergroup isn't a "Banned Usergroup" (you can check in the usergroup manager).
Try moving one of the affected users into a new usergroup and see if they are still banned.
We have figured it out, thank you very much, someone went into the acp and messed with something and it was causing the kink.

So did you accidently banned an IP block?
I only had one banned member, but all my members who log out instead of click remember me, would get the banned message. I never banned anyones IP, but one of the techs on the site, notice someone clicked something in ACP that triggered it.
