What mod can allow me to designate certain users to post in a forum

What mod can allow me to designate certain users to post in a forum. and alos allow me to have a backroom forum where only users i select can view it.

That is what usergroups are for. You put users in a usergroup and then in Forum Permissions you limit the permissions for each usergroup in the forum. From the manual: Usergroups and Permissions (http://www.vbulletin.com/docs/html/usergroups)
