Message options

I just loaded vbulletin to a new server and when i click to send a message or reply mine does not have any of the things like the above where a person can bold, italic, insert links or images if that makes sense. Is there somewhere i need to turn that option on? Thanks

admincp -> Message Posting Interface Options ->Enable Clickable Message Formatting Controls

Enable your editor.

looks like everything is enabled there

i have them all set at enable standard and wysiwyg controls on the full editor, quick reply and also quick edit
