Control Panel Style

This is a very old CP Style I posted (https://vborg.vbsupport.ru/showthread.php?t=113882) back in 2005 and since regaining my license a few days ago to start a new project I thought I'd bring this back for 3.7, as it seems to work just as well now as it did back then.

Please let me know if you find any error or something that doesn't look quite right, I'll try my best to fix it :). Enjoy!
