was wondering after all this time where this setting is and how to change it or what use does this one gives users
is it for paid subscribers ???

Its for the groups u make that are public like
Runescape Clan Members
it will shw that on their profile to show all the users who is in that group

yes but where are they created
in the usergroup itself like admin,mod and guess ,or in the usertitle for so many points once reach are set there ? or if I need to create them where to go . in what acp menu

<i>Ok, let's say you have a group for Registered Members...you could then create another group, like for an upgrade or whatever, so that Registered Members could request to join...but you'd need to check 'Yes' where it says "Allow Users to have Member Groups" in the new usergroup. It's in your Usergroup Manager.</i>
