is there a way to have avatars set up for when a new member joins it automatic give them that set avatar and then later they can edit there profile and change it them.

I think you can set it up so Registered Users don't get to pick and avatar and then you can use promotions to move them to a new usergroup in which they are allowed to pick an avatar. I haven't looked at that Mod, but I assume it will show for the usergroup even if you have the usergroup set to not be allowed to pick one.
