Please help not allowing URLs

Can anyone help me with the following questions i have?"

1. Did anyone create an extension that allow forum members to post URLs in their signatures but NOT in their posts?

2.Or an extension that will automatically add a rel="nofollow" tag in Urls? I just want to not loose my forum page rank when other members post URls. How did you guys solved this problem?

Why would you loose pagerank, and how would adding nofollow resolve this?

I know that adding a nowfollow after a link for example <a href="www.anysite.com" rel="nofollow" >link</a>, then google will se that link but will not follow it and will not disperse our PR to it.
