Moderator - Create new forum

I need to be able to allow my moderator (or admin) to be able to do the following.

1. Admin a SPECIFIC part of the forum. This includes creating SUB-FORUMS in a specific area without privileges everywhere!

2. Have global access to change sub-user levels. Not MAIN user levels... just check the sub-levels as needed.

Is this possible?

Sorry, but this is not available in default vbulletin. You would have to modify the code.

When I say default vb, I mean un-modded vb. I have never seen a mod like that before (nor ever looked for one, though).

I wonder if there is someone out there that could help me for a few bucks.

Create a mod that would do the following.

ADDITIONAL USER GROUP ONLY ADMIN PRIVILEGE.

It would be a ADMIN setting that allows the person to add or subtract additional user groups to current members. That would be the ONLY additional privilege they would have.

I wonder if I can pull it off with my limited knowledge.
