New Plugin Problem

I want to make a new plugin, but I cannot find the footer section when filling the new plugin form. Can you please help me ?

You mean you want to add a plugin that adds something to the footer on everypage? I think you want to use one of the global plugins for that like the global_start or global_complete plugin.
