How? add forum rules to bottom of editor

Can anyone help me..
I want to add forum rules to bottom of editor like here on vb.org?

vB code is On, Smilies are On, [IMG] code is On, HTML code is Off

I'm not sure if there is a modification for it. The links are all in the Posting Rules box (not here, but in the default style). So, you can simply delete them from there and add them to the Quick Reply box.
