whenever you try to view just a particular forumid RSS feed ie: https://vborg.vbsupport.ru/external.php?type=RSS2&forumids=168

it doesn't return any results. I think thats what he's talking about.

This is by Design.

Only the mod forums (limited data) and the announcements forum can be accessed via the RSS feed.
