Only allow a certain usegroup to select style

Out of the box, only admins can use styles that are "hidden" or when style picking is unavailable. I'm wondering if it's possible to extend this to one or more other usegroups, and if so, how? I'm a fairly decent programmer so I could probably fix this myself if I can just find where in the codebase the applicable code is. Anyone have a clue?
