Notice Issues in 3.7 RC1

I'm running 3.7.0 RC1 and am having issues with my Notices not being displayed. Is there something that am missing to somehow activate this function.

Yes I have read the criteria and marked the fields needed but still no notices show up. Just wondering if it's possible a hack could be interfering with this. Any help is appreciated.
