Open whatever template you want the advertisement to appear and simply copy and paste the advertisement code into your template. Make sure you've got your vBulletin Privacy Policy (http://seovb.com/have-you-created-your-privacy-policy-yet-21/index.html) in place as well

AdminCP -> Styles and Templates -> Style Manager -> {YOUR THEME} -> Edit Templates from the drop down menu

I was gonna say, if he had 3.7.x he could just go to the Ad Location theme and insert the codes directly there so he would not get too confused tinkering with the raw code.
