Mail outgoing timer/que

My host requires that all outgoing mail sent from the server must be throttled.

We recommend you throttle it to at the very least sending 1 email every 6 seconds and no more then 500 in 1 hour

I thought at one point I had seen a mod to do this, but after searching I have came up with notta.

I would like to send all my members a mail from the admin CP.

Can any 1 point me in the right direction?
