I must admit that on VB.com this is quite sought after and it's certainly not going to be in 3.7. As 3.7 has changed and include additional features compared to what was mentioned initially at VB.com, here's a list of what I feel could be used for the mod:

Can't think of anything else right now though it would be grand if anyone can implement these into a mod. If you've been to the GameTrailer's forums and are part of a faction then you'll understand how the forums for the groups work (as in being hidden from everyone else and the position of them).

Well I guess there is another way around this that could work, I posted this on VB.com:
This may be a little late to add this into the RC's but I was thinking that if we're not going to have forums for social groups, how about having an option to set the permissions of a forum to allow it to be only seen by those in a specific social group? Say for instance in the forum editable options you can set the forum with a drop down menu like:
Use forum permissions
Use a social group
So if the admin sets the forum option to use a social group, then a list of social groups can appear and you can shift+click the social groups that can view and post in the forum.
It's a cheap workaround of the forums for social groups method and would only require a quick addition.

But isn't that mod where users create their own forums? That's pretty much what I'm already asking but for social groups.

yes its what your asking for, I would like both to be made, forums for social groups, and like the link I posted above.

Well I've submitted it as a paid request now as I'm wanting it also integrated with Project Tools. Already got a response though I'm going to wait till the morning as it's quite late to contact him.
