If it is your forum, global settings - turn it off via there?

change the htaccess in your hosting to allow no one except your ip address to access the site.
this should stop the attack and then upgrade to the latest version of vbulletin change all passwords etc and repair whatever damage was done

Even my forum was hacked today.
Can u please make .htaccess file for my admincp and modcp, i dunno how to make one.

You need to contact your ISP. Call them on the telephone and submit a support ticket. Log in and turn off your forums until it's over and change your passwords - all of them - now while you're waiting. Your ISP is going to know specifically and exactly what to do, plus they can look at the logs and figure out what files were affected as well if you're lucky. Don't waste any time contacting them.
