The quick links is a drop down menu, it always has been. It is on this site, and on our site, and I don't even know of a site that it isn't a drop down menu.

If you meant something else can you explain a bit more please.

You need to make sure the "Use dynamic HTML popup menus" setting is turned on in the vBulletin Options.
Go to:
Style & Language Settings -> Use 'vBMenu' DHTML Popup Menus?
Set this to yes.

I took out the navbar template. That button is in the header and I was wondering a code to create a drop-down menu from it in HTML.

You can get the code yourself by going to the navbar template and viewing the default.

I can't tell if you are being sarcastic or not, but I was trying to show you how you can always find the default code. I wasn't trying to be unhelpful.
