Make new thread

I know how you can set the board so members can not see part of the board until they have made a post - but how do you do the same thing but instead of a post they must do a thread.

Prevent them from reply to other threads until they create their own thread? That way 1 post = 1 thread.

Then just do all the promotion stuff as normal.
