how can i active the quick reply

hello, could any one please tell me how can i active quick reply in my post...

You can turn it on in vboptions > Message Posting and Editing Options > Quick Reply then you can pick Yes, Click Not Required (which I like) or Yes, Click Required (whcih requires them to click on the little button next to Mutli-Quote before they can reply)
