how can i appointment a topic?

when sb want to make a new topic , there will be some facility for appointment topic subject ...

like sticking topics or ...

for example :

i want to apart articles , news , answers and ... in a forum by showing an icon beside topic subject...

please introduce some hack those can solve my problem ...

Do you mean something like "Thread Prefixes"? Thread Prefixes are a default feature as of 3.7.
