Can moderator add user???

How to make moderator can to add user?

where is setting to do that?? or maybe there is hack that you know??

only the admin level can add and manage users, sorry... the logic behind that is to avoid any profit from the moderators... if the users can't register for any reason, the admin have to be the only person to be able to deal with that, and this is the logic behind that restriction.
