Before I purchase vbulletin, I want to know if there is an image mod where the user can upload images to their profile and when a viewer views that person's profile, they can see what images the user uploaded. In simpler terms, I want to have it where the user can upload their own porfolio images. Thanks.

Yes its standard in the upcoming 3.7 released.

3.7 is still beta but running fine on many production sites.

I would suggest looking for a real album modification. The default albums in 3.7 don't allow you to move images from one album to another. Aka, it's impossible to move your "1978 Chevy Chevelle" photo from the "Cars" Album to the "Chevy" album once uploaded.

That depends if the devs code it in. I believe no new features will be added (since 3.7 is in RC), as RC's are for final debugging only.
